Concise имеет значение 'краткий и четкий' и 'краткий и конкретный': concise dictionary, concise report. Terse означает 'сжатый и выразительный' (главным образом, о стиле): terse style, terse speech. Curt имеет в виду чрезмерную краткость, граничащую с оскорбительной резкостью: curt reply.
